The conference, which is open to all European local governments, will last three days, and will be structured as follows:
Day 1: Opening plenary session: opening presentation and panels. The central political and strategic topics of interest for local governments (municipalities and supra-municipal bodies) will be covered. The panels will have a keynote speaker and a moderator.
Day 2, morning: Themed sessions: Six parallel sessions dealing with six topics of particular interest, and with clear implications for local governments.

c) “Local governments in Europe: innovating towards a model of excellence”
d) "Sport as an instrument for social cohesion: Towards the European Day of Sport"
e) "The Alliance of Civilisations and the cities’ diplomatic initiatives"
f) "The role of local economic leadership in tackling global crisis"
Day 2, afternoon: Closing plenary session: presentation of conclusions from the different panels and proposals.
Day 3: Decentralised sessions: working sessions in municipalities in the province, linked to networks in which our territories participate and to topics of interest.
